Does this sound like an interesting plot idea?

I really like it. I like the hatch in the sea floor, the underground lake, and people who have turned away from the world above. Lots here to like. One thing though, the ruler wanting to harness the creature's powers for evil is overdone, the kind of thing we've seen before.
