What are some good video camera's under $200?

I really want a new video camera, but I'm not willing to pay over $200. I also want it to be able to shoot in HD, and reasonably portable. I was thinking about a flip camera, do they shoot and HD and are they good? Also I need a new video editing software that's good but for windows vista, and suggestions?
